Civilian was written by Johannes Döbler, Munich.

I sat on a pile of private web related classes and thought that they might also be useful for someone else.
First versions of compiled templates, form processing and many other details started to form ten years ago. To support development of RESTful applications (or by definition my incomplete interpretation of RESTful applications), was a major additional effort. So I hope the project will also be useful for some of you.
